Maine has the highest prescription drug addiction rate in the country. Drug-related crimes are most frequent causes for incarceration in the state. The CARA program, an acronym for Criminogenic Addiction Recovery Academy, is a pilot program at the Kennebec County Correctional Facility that works to address the sources of addiction in Maine’s habitual offenders.
